I have this problem but only when I'm in 1X mode, not 3G mode. It also works most of the time when using WiFi as my data connection.

I'm in 3G mode or EVDO to be exact (I'm on Sprint). I have all bars. I just tried WiFi and same thing. It updates to Oakland, CA instead of Elk Grove, CA.
