I don't know the difference between the Microsoft Voice Command and app but I have attached the cabs for you. First install the
MSVC 1.6.21040.CAB and then
TellmeSamsungIntrepid3515.cab. I found this solution on XDA forums. Let me know if it does not work I will try locating the original post.
