Like a new clock or the Max Manila Mod? Failure to disable Sense when you install cabs like that can lead to the problem you're describing where Sense will loop on and off. You may need/want to reflash.

If it happened off a fresh flash and you installed nothing, then it sounds like a bad flash. I'd do a flash back to stock, hard reset, flash to NRG, hard reset...see if that clears it up. I have this version of the ROM working fine...for now, still playing with it.
