I happened to be looking into this today too. There appears to be only one solution. Phone Dashboard from Hudson Mobile Tech.

It doesn't actually query your provider rather it takes the timer from your phone so if you have some weird usage like a calling circle or any other persons who have the same provider as you (which you don't get charged for) you would need to add each and every number to a "bucket" for your minutes to be tracked properly.
