Yes it is, and is unavoidable. The phone doesn't have the ability to send sound to two different places at the same time (much less send one sound one place and another sound somewhere else). So you can either have it all go to the headset or it all go to the speaker--there's no in between.

Some people set their phone to ring and vibrate so at least the phone will make some noise even when the sound goes to the headset... or get a headset you can easily turn off and on (like the Moto H700).
