It happens in a particular package (manila 2.5 required facebook) which has a very long 'encodedcertificate' entry in a .provxml - or at least that's the only thing I can find that could cause this problem. Other than that, there's not a filename or directory that's actually longer than the 260/248 character limit imposed by silly ol' Win 7 32bit.
I've searched all over the place, here & xda, and I can't find mention of similar problems, wondering if anyone has a solution for this?

Don't look for a single folder or file that is longer than 260/248. It is looking at the entire path. Try this...
Move your kitchen to a floder path like, "E:\PPC\Calk VGA4.2". The EXT/OEM/ROM/SYS/etc folders will be in that path. That's the folder structure I use w/ windows 7 32 bit and have no problems.
