Here is the fix that worked for me. You need to use PHM Registry Editor.
[HKEY_LOCAL_MACHINE\SOFTWARE\HTC\YouTube]
"BandWidth"=dword:0 change to 1
"EnableMDP"=dword:1 change to 0
I know this was mentioned before but thought I would help out and post again.
