I work for Sprint, trust me, WinMo phones absolutely do not require it.
As for the Moment, yes it does. Moment, Hero, Pre, Pixi, and the Instinct line(which technically the Moment is part of) require it. My only suggestion is to look into something like WM Wifi router. Im running Mighty ROM it has the ability to act as a hotspot
