Well it seems that I didn't give myself enough credit or confidence for all of the past tweaks modifications I have made to my device.
It worked, and it was very straight forward and simple. My battery level now reads in the correct scale. I only had to change:
"BatteryIconLevels"=dword:
to 65 (hex)
from decimal
"BatteryIconStart"=dword:
changed from 1001(dec)
to 3e9(hex)
on its own.
The other 2 entries didn't need changing. Thanks again for the info, I will now try to complete step 6 from my first post. May I ask where do I install the HTCVolumeControl.dll file? I'm guessing somewhere in the windows folder/directory?
