Hmm, must be something in the water - did you have this delay in answering problem when you had other ROM's? As for me, this is the first time I'm experiencing this problem and I've installed at least 5 different roms on my mogul [2.09, safuer03, colonel, dcd's clean, no2chem and 2.17]
BTW, for those that are having this problem, have you installed any custom dialers or comm managers? Both of mine are stock from 2.17. I'm thinking of changing one or the other or both to see if that changes anything, since it's apparent that the problem is probably not related to any third party software.
