OK. Search is my friend. Google, XDA, HTC., Cyberon. Found this at Cyberon:
Cyberon Voice Speed Dial issue with voice tag backup & restore
Q : I have Voice Speed Dial v1.1 preloaded in my mobile phone. I recorded required contacts as voice tag and it worked well until I restored the device to factory default. For instance, when I say "John Smith" ( one of my voice tags), I can hear the system replies with my recorded voice tag" John Smith" to indicate the correct recognition. However, it then dials to the wrong contact and number. What can I do to make it work normal as before ?

A : When recording the voice tag, CVSD saves the system's ID instead of the contact's name and number. Usually the system's ID won't change, but we found there are some other backup/restore tools will change the ID and may make CVSD call up the wrong contact. If you are using a backup/restore tool, our suggestion will be :
1. Please download the following CVSD patch to upgrade to v1.2 which include the backup/restore function.
2. Backup the voice tags to memory card before using the tool.
(Start -->Setting-->Voice Speed Dial--> Voice tag page-->Backup)
Download the patch http://www.cyberon.com.tw/upload/qa1/CVSD_Patch.CAB
