Guys the problem lies with CDMA_RSSI_PPC.dll found in OEMdrivers. (OEM\Diamond\Common\OEMDrivers) Use an older version and the reg settings become irrelevant and it goes back to usual behavior. Have no idea why the version in this kitchen is 4 times larger than the previous one, but something does not seem to be right with it.
Here is the version in 4.1, and it works fine without issues and I don't think it references those reg entries so you can either leave them or remove them completely.
