If you listen to the interview with Olipro posted earlier this month, he goes into the bands issue.

He states the phone (chipset and accompanying software) is capable of HSPA bands, but that the antenna HTC is using is physically incapable of the appropriate frequencies. He said that he was able to unlock the bands on his device, but that it was a moot point until HTC starts using an antenna capable of all the bands.

What I got from his explanation is that the phone is fully capable, and that the only thing necessary would be the use of a new antenna, so Telus could just release a new revision of the phone with the appropriate antenna.
