If you have the same OS then I don't know why one would work and the other won't.
I wonder if there is a usb port problem with your PC. Did your PC come pre-loaded with Win7? If not, maybe you should contact your PC's manufacturer and see if there is some kind of usb update. Or maybe you have got some kind of conflict going on there that would cause the usb port to not function properly.
