If you have a SD card you can flash it that way.
Just Place the RUU_signed.nbh file on the root of the SD card and Rename it to VOGUIMG.NBH
Then just enter the bootloader mode and follow the on screen instructions.
Once you get a ROM up and running it might not be a bad Idea to run the unlocker again, seems like something is wrong.
The driver should automatically install and should work just fine on a W7 64 bit pc.
