Think I found a fix:

This seems to be happening anytime hklm\software\microsoft\shell\ShowTitleBarClock is changed to 1. However, as I don't want that pesky battery meter on my screen, I couldn't leave it set to 0.

So I changed ShowTitleBarClock to 2, and woah and behold, everything works!

With ShowTitleBarClock=2 and TBOpt=3, I now have date/time on top in all my apps including the Today screen, and the phone app stopped popping up!


Unless I'm blind, I don't see anything in the post about where TBOpt is. In fact, it doesn't even say what TBOpt is.
