Yea Ive heard verizon wont let you activate these phones without data plans and all but how can they control that if you buy it off ebay? up until sprint gave me data free I had my mogul then touch pro on a minutes and text plan no data and I bought my phone through them with that plan. So ya I dont know much about verizon unfortunately but just thought Id throw that out there.
