To answer the original question, Unfortunately, there isnt a legal way to do it. The only way you can do it and still have verizon is to change the Touch Pro 2's ESN to a simple ordinary phone ESN. That way when you activate it, the verizon billing system sees the esn as a plain jane phone and will not require the extras to be added to your bill. Then you need to not use that simple phone anymore. Changing an esn is like changing the Vin number of a Car. Its against the law to do so.

I do see your point and the the data plan is a little expensive, but this is a feature packed phone that depends a lot on the internet and most people dont have easy access to wifi all the time. Installing some the of programs available that depend on the internet has made it worth while for me. I like bing and google maps which depend the internet to fully function. Also WiFi router has been the best program i have ever used, allowing you to use your phone as a WiFi hotspot. I have used it for streaming video from my Sony Location Free box to my netbook for hours at a time. Just my two cents
