If you're talking about having wallpapers and still being able to have the weather animations, you can use hdwalls. Or check the files in MM ROM as there are a couple of cabs floating around that allow you to use any wallpaper and have it for all backgrounds and still retain the weather animations. I personally have used both on MM's ROM's which is 6.5 but sense 2.1 and they both work great. If however you are referring to actually having animated wallpaper... sorry, disregard my entire post...
