To enable weather animation with a custom picture:

Go to home tab click menu (at the bottom) click home wallpaper click weather wallpaper it should pop up and ask you for a photo. Pick the photo you want. Bingo it changes all tabs to that photo and you get the animated weather. If the weather animation doesn't start touch the corner by the clock (twice).
