I test both straight from the phone and tethered. Tethered it was around 700kbps, from the phone it'll go 700-1500 kbps. On the phone I use
http://www.dslreports.com/mspeed?jisok=1&more=1 and tethered I go to their main flash test.
My first tp2 was stuck around 150kbps, exchanged it yesterday and my second tp2 is fast.
