To get your "My location" working try this:
Install the PPST cab and run PPST.exe
Update your PRL
Install the dcd 2008 cab
Look for a cab called "GPS Registry - Alltel"
And most importantly, turn off TF3D and delete the "forecast_cache" file from /Application Data/HTC/databases then turn TF3D back on and try again.
If that doesn't fix it then it may just not work for Alltel phones, which seems to be an issue with some of the ROMs around...

if you happen to find that cab please do post it. i've already updated the PRL... although i feel ill have a VZW TP2 before i ever get this thing fixed.
