It is software but it is a lot more complicated then that. There are limited phones that have the driver and those that do are phone specific, while people were able to run the 3d acceleration on other devices, it is sometimes unstable. There is also a missing 2d drivers.

There has been much debate on this and attempts to get it running thus the driver improvements you see today that let you run video smoother and etc, but overall it requires too much work to get it working with a lot of trial and error.
