I examined the outres.192.dll that comes with the taskbars. It is dated 3/30/2009. The ont on my device is dated 11/02/2009. There are new bitmaps, icons, RCDATA elements. I'm not sure exactly how to do the whole cab thing but here is a visual representation of the differences.
I have attached a screen shot of the resources in both dll's. Also if someone would like to extract the new icons, bitmaps, and RCDATA I have attached the outres.192.dll dated 11/02/2009 as well.
