Android IS an OS, however, what has been released CURRENTLY is nothing more than an SDK so that developers can gain familiarity with the software stack (which means OS, applications, drivers, etc). There are some pretty explanatory diagrams which show the layers of the stack that Android fills, and it is everything from the kernel up (probably the bootloader too).
