Android is a complete mobile phone software stack. It includes everything a manufacturer or operator needs to build a mobile phone.
Exactly what is says here. It is something a developer needs to build software with. Remember software is what makes hardware work. So potentially you can write code and build a program to run the hardware but Android isnt an OS itself. That video does a really good job of explaining it all.
