also having a stwater can't delete issue with auto-wallpaper changer. Can't go into the files with total commander and delete either.

Provisioning Network Selector appears after every Soft Reset! - Open File Explorer (Start -> Tools -> File Explorer)
- Navigate to \Windows\StartUp, and delete Provisioning.lnk!
