If you go into Settings|Personal|Phone and go to the Services tab ... do you see a listing of Mode of Operation? If so, see if the setting is set to 1X only. I know staying in 1X is a feature of the 1X toggle (there's a cab available for it on Calk's roms) but I can't think that it's set that way by default. Worth a check though.
