There isn't a tf2.5 release with sys 23081. Just 21864 and 23504. But it both cases text messaging is broken but will be fixed soon enough. That is, it's not working on the Nov 10th versions but does work on the Nov 5th version. a workaround for the Nove 10th releases was posted by littlepyro here:
