My HCKU\ControlPanel\Sounds\InCallBuzz looks like this:

Category = "InCall"
Script = "p"
Sound = "Alarm1.wma"

During a call, I sent myself an SMS. I heard the sound "Alarm1.wma" in my ear. Try those settings.
