So I changed ShowTitleBarClock to 2, and woah and behold, everything works!

With ShowTitleBarClock=2 and TBOpt=3, I now have date/time on top in all my apps including the Today screen, and the phone app stopped popping up!
That's a good find. I'm keeping mine as-is because I'm liking having the full date and time on my today screen now because it offers quick access to the alarm settings.
