Go to Start - Settings - Personal - Voice Command
Then check the "Enabled" check box.
Under the Items, make sure "Messaging" is checked. Then while Messaging is selected, click Options on the right and then check off "Announce new messages". Uncheck high priority only to read out ALL incoming text messages.
Hope this helps.
PS - be careful with this though, maybe you don't want all your text messages read out loud
