depends on many factors. if it is an install file, you would use active sync. if it is a rom, your device needs to be hoocked up to pc. rom install files can be extracted with winrar and you can take the singed.nbh file and rename to RAPHIMG, and put on sd card main root and flash thru bootloader. a cab is installed straight to phone from your phone or (best place) your sd card. program installes from you pc can be ran at any time. if your phone is synced to pc, it will install. if not, the install will set aside the install and auto install next time phone synced to pc.
