Your message cannot be sent

OK, so if i am in a low signal place (about half of my building) and i try to send a text (SMS/MMS) and it can not get a good enough signal, i get the annoying popup "Your message cannot be sent" (I would just prefer to click on the resend option and not have to click the OK, since it is so freaking small) [you would think the hardware OK would clear this]

Does anyone know if there a registry entry to turn off this popup? (I have not been able to find one)

I would think it would be close to the annoying popup for your message has been sent.
