Unless I'm mistaken, POP accounts on your mobile are automatically configured as "Leave a copy on server" as it relates to the actual downloading of the initial message. I don't think you can configure that any other way -at least not through the UI. However, what mobile Outlook does when you delete a message from the handheld depends upon the following setting:

Tools | Options, tap the POP account, tap Send/Receive Schedule, tap Advanced Settings option. Under the "When deleting messages:" drop down you can select "Delete them off the server" or "Keep them on the server".
