I think there is a confusion of what is called plain unlocking and hspl unlocked. But if all you are wanting is to unlock the HSPL and NOT the SIM, then that is free, just PM CMONEX your IMEI from your phone and let her know what happened, and I am sure she will be happy to fix it for you. As per the instructions!
SIM unlocking on the other hand is per device. And that does cost.
