I believe so...for CDMA users. I had the exact same issues on my stock TP2. The unfortunate part was that uninstalling it did not resolve the dialer problems. I had to hard reset! I knew it was down to Advanced Config for two reasons. First, it was probably the only thing I did not reinstall after the hard reset. Second there were others posts I found on PPCG outlining the same problems for CDMA users!

I seem to recall reading that Advanced Config was originally designed for GSM devices. If you can, perhaps wait for Juicy R2 as that will be the same as hard resetting anyway.
