OHHH, sorry, got the threads mixed up. OK, here's the right answer
Go to the Settings tab, click on Wallpapers, then click Yes to set it to default. Now the clouds will appear. Sorry about the mixup!

You were probably using the 23081 version? Cuz that one's a beta.
