From the way I understand it, they will not be able to stop tethering without cutting off your internet connection.

Applications like PDANet make the network traffic coming and going to and from your phone look like it could just be you browsing.

Either way I wouldn't worry about it and I doubt they will make a huge effort to try to curtail casual use.
