I don't think there is a fix for this, however, there is a much better start menu cab called DHarvey HTC Programs tab fix. With this, clicking "start" goes to the classic start menu and the TF3D programs are accessed with a new tab. No problems using this with "BG for all pages wvga". Highly recommended.
