Hehe, a combination of both. I went into one store (non-corporate) opened a ticket then told me they couldn't issue the phone... they said they'd leave it open for a few weeks and I could keep calling to check if they had TP2s in store.
So I called a corporate store and referenced the ticket, the guy said he really isn't supposed to but sympathized with my situation and ordered the phone for me.
So I THINK it counts as an in-store situation.
