I don't really know anything about WinCE cab manager, but HDWall has an easy cab creator in it. It's only good for simple add in work. Like manila.
I gave a quick tutorial on how to use HDWall cab maker on post #4 of this thread.

My personal guideline is if the picture is at least 1024 x 768 (average wallpaper) it should look decent when stretched. Anything smaller than that and you start losing quality. I usually search out 1920 x 1080 first, so instead of upscaling, I'm downscaling.

It doesn't look like he uses panoramic. So yes, you have to install the GenY Panoramic v2b first before you install the cowboys.
