As i advised before cantact ebay for item not recieved also paypal and your cc

Because he chose not to have signature verification is not your fault

you did not recieve the item ebay and paypal hold funds for 3 days after delivery date to insure all parties are satisfied.

His none response and no lost item ups filed not a good sign that he is willing to assist you because they have your funds

Stop being naive protect your self and file the proper claims

You have done nothing wrong the seller should have protected his self by requiring a signature

A side note i just sold a phone on ebay the buyer tried to claim he did not recieve the phone except i Had UPS signature to verify he had recieved and signed for the phone himself if i did not have this signature i would have had to refund his money

Ebay and paypal are there to assist you in resolve these issues

The problem on ebay is more and more bad transactions are hurting thier reputation
