go to all settings, personal tab, voice command, then click on messages, options, then select "announce new messages" only. then click notifications, and select "announce notifications through device speaker or wireheadset" or "announce notifications using bluetooth hands free if available"

Edit: if you are going to use ms voice command to announce incoming calls or messages, make sure you turn off the regular ringtone notifications.
