Use a Reg Editor and enter in the following in the given fields.
HKLM/Software/HTC/Manilla/Program Launcher/3
Command
--switchtopage Manilla://settings.page
DispName
[[IDS_SETTINGSTITLE]]
IconPath
\windows\HTC\Assets\Images\programlauncher\Program _icon\settings_88.qtc
IsReadOnly
1 (set to 1 so you do not delete again)
Path
\Windows\manilla.exe
Soft reset and you should have it back.
