here is what I do following first boot. scroll to weather, accept the google agreements and let it sit there, it just works after that. this is inside a meat cutting facility where no gps can penetrate, so it is definitely using radio towers. much better than titaniumweater (though I have not messed with integrating gpsweather into TW). but thats not enough to keep me on manila. also in manila on the WM lock screen it does not show notifications (missed calls, emails, etc)
