@Threefaces and All-got to update my previous post about MMS. I thought I could get away with not runnnning the uninstall cab but messages were still not displayed properly.
With Arcsoft installed I tried to run the removal cab but got the same error as Three despite nothing running in the Task Manager. I just went to Remove Programs under Settings and removed it. Then soft reset. I then did the removal cab, sr, Arcsoft, sr. Now I'm GTG (Good To Go). So it looks like we still need the removal cab. The latest build appears to be the same as previous builds as far as the MMS set up goes. I know Three will test later to confirm or deny.
