That law has an malicious intent requirement, much like any impersonation law. Wearing a police uniform costume or a uniform itself is not illegal unless you are attempting to defraud, harass someone or use it for otherwise already illegal purposes.

The companies selling the software are probably overseas since they would have exposure on civil suits by anyone harassed or defrauded.

Also did that law ever pass? It doesn't seem to show up in current code.
