I cannot find any difference between them that would cause it. The only thing I can think is that 23420 is working fine because it has the gwes.exe from 23053 in it.

If you are bored and want to experiment, try replacing the gwes.exe folder in the OS package in the SYS_23420_Common.rar (back your rar up first) with the attached one and see what happens. This is gwes.exe that came with 23420, I have a hunch it won't boot with it.
