this occasionally happens when people set up their phone to use on Cricket. Open a registry editor and go here:
HKLM\Software\OEM\SMS
Then change Delivery Ack DWORD Data to: 0
That will turn off the system administrator confirmation message.
If you don't have a registry editor, you can use this one
